benefit from the discussion appreciate that as we begin tonight I just want to focus in on our mission because as I think about the work that we do to me I need to be able to as interim superintendent my head down on the pillow and know that we've done all we can in how we use our precious resources to help attain our mission for all students so what are we doing to attain Equity what are we seeing and doing so that all students is academic growth and where do we have excellent where do we have those pocket and what do we need to do so that we can really make sure that we have Excellence for all I'm very much aligned with making sure that we meet mission tonight as we work together we're going to be really focusing on how we conduct ourselves in a remote meeting we're going to be working in some small breakout rooms and during those breakout rooms I think really important that time we go on screen and just make sure that we can see each other I think it's also very important to make sure that just me thinking about when you're on mute and we really appreciate your engagement tonight so as we begin I just want to focus us on our task at hand and so Heather next light please there are many ways that we are seeking budget and input this is one of the ways that we are doing it we also have a budget priorities survey open that we encourage you to take we would like your feedback we also are encouraging you to have other people participate in these sessions just do you know right now we have a session that is scheduled to be implemented at water on March 1st and it s h s on March 3rd whose someone needs to be on mute and we'd encourage you to encourage others to participate they will be the same as what we are doing tonight so there's no need for you to participate again is it Heather and I have met and we talked about our goals of the budget development process this year as we look to presentable it in October first of all we want to increase understanding of the budget process and the components in the budget we also want to make sure the number to that we gain input we are seeking input earlier than we have in years past really looking at how the best fun are identified priorities and then lastly to really focus on developing a fiscally responsible budget for adoption in the upcoming year and that's me that's why we're doing this is that we want to have peace have a better understanding we gain input and that we develop a fiscally responsible budget and in order to do that you're our goals for this evening as we look at our goals we want to give you some information but we also have pride in the hour that we have really focusing some jam-packed time so that we can gain some input about allocation and will be using some Google docs and asking you to give us some some opportunity to give us your input and Heather and I'll join those teams as we gain some input about that we're going to do this in three big areas so we're splitting tonight's agenda into three the first thing that we're doing on the agenda in part one is giving you some real basic high-level information around the budget process and asking you for some information then in part 2 I'm going to give some information on our strategic priorities and how you feel we should add on allocate our resources to attain those private and then lastly we're going to obtain some information from you regarding our Sr funds so we're going to be taking some time to really make sure that we do this well and I'm just looking and so excited to hear your voice tonight I really wanted to make sure we do some good listening I want to make sure that you understand that as we do that I know we won't be able to take into account every idea we had we attained but I really looking for Trends and themes as we look at these we're doing eight of these different sessions and really look for what are some common threads that we see over time that will help us really crap this budget and not only cracked it but explain it to you in a way I hope you feel that some of your ideas were her and giving you more information about some areas that you have in light of that at the end tonight we will be having a question document that will be putting out and if you've got further questions and I know you will we only have a short time tonight so we really are not this is not the end all there's a form that you can submit questions that will be getting answers that you may have a desire so with that I'm that's our format for tonight will be doing some small group and I'm looking forward to hearing your ideas so Heather take it away sharing some data-informed budget process in at the conclusion of that will be asking you to respond to to question 1 what was surprising to you and the other one is something you saw in the data that the district should respond to what you said all I thought it would be helpful to get no review first piece that we look at with respect to our budget and that's revenue for us on like a for-profit or typical business we have a set amount of funds to work with so I need could get astronomically larger but our budget so we start by looking at what is the pot of funds that we have available to us and those funds come from a variety of different sources but the vast majority is property taxes in state funding so property taxes are ones that we get through the Levee in the village and the state funds consists of a variety of different brands and products like how to grow a general Aid and other state aid for a pupil basis and then there's a handful of others but that really are smaller sources of our budget the state funds in the property tax funds are capped at a certain amount called the revenue limited so the state sets a big amount for acids determined through one of the most complicated worksheets I've worked on but it's the revenue that worksheet determines how much we will get through state aid and how much we can Levy in property taxes nuts caps based on the state budget and based on our membership or our enrollment over time so how how we turned in terms of our enrollment is impacting our Revenue sources the state budget and George border so the only way that we can I read more fun is through permission of Voters in District could have talked a little bit more about the state budget I don't pay close attention to that others may not the state budget is a biennial which means it is put in place for two years so last year the legislator approved a budget that did not have any increase for school and it's over 2 years so what that means is there's no increase to the revenue limit on a student is this your every year so we have to live with the same amount or potentially during Ramadan last Revenue that we had in previous years and there was a lot of points to the fact that but unfortunately that's where we're at right now is with a cap on Revenue that was put in place by the state legislature so what they said are budgeted Revenue amount then we're allocating our revenues this guy just shows you how our expenses breakdown this is an actual year but this is typical with 61% of our Revenue going towards salaries and 22% towards benefits Marge the biggest source of our expenses is for our own staff and benefits with smaller amounts going to other sources like materials equipment property insurance maintenance supplies are a whole host of other items so we salaries and benefits as the biggest amount that then breaks down again there's a couple of different ways that we looked at our expenses so that's kind of the first that's what I just told you she was going to buy your car type of expense this shows you by use of the expanse if you will so the blue shape of the pie is instructional expenses so things that are categorized as an extension of instruction. is there directly impacting students or the materials used in the classroom was our kind of our structural expenses Support Services could be anything from Health the library to guidance to Whole Foods and other services and then non program directions to this would be the non-related your program this would be me and Joanne and property insurance and all those kinds of things that are generally considered necessary but not related directly to instruction so what I'm showing you on this side is in 2020 how we compared to the rest of the state so as a fraction the pie were spending about almost 58% on instruction compared to 48% in the rest of the states and a half percentage is Morrison a larger percentage of are at finite amount of Revenue going to instruction with a similar amount to support services in a smaller Mountain on program these would be I didn't want to overwhelm you with but if you looked at this compare this to the state of Wisconsin you would see similar Trends we compared to the North Shore schools which is the other kind of cohort that we typically will get to see your Howard doing compared to other districts if you look at an industry leader in operating expenses this when does Tim Harris to the North Shore you see that we're at about 18% compared to 23% based on our current budget so there's multiple different song those are kind of like where our expense our sense drivers are our money is typically going salary benefits a handful of other things about 58% and instruction as we look at next year in future years some of the things that are driving how we look at things are 1 cost of living right so the Consumer Price Index is going up significantly for next year as many of us have experienced tomorrow lifestride up on expenses for salaries in particular healthcare costs are also growing for us as many others we are anticipating to nine and a half percent increase for next year and potentially higher in subsequent years enrollment we talked about that with respect to revenue and last but certainly not least student needs so as we look at our budget and we're going to talk more about priorities later on one of the things that we're looking at if you know what are we chapter in terms of the impact of our funds that are we dedicated funds for the area of the greatest student need and as those needs go up or down. Where we see more student needs with covid and having to address social and emotional and mental health needs of our students those are things that we also are taking into account and impact how we allocate funds and what we need in the fight so those are just that's just some kind of high-level information to give you a sense of how our budget breaks down some of the challenges that we're facing in terms of cost. Build with static state budget I'll turn it over to Joanne now for instructions on moving into small groups that we can have more discussion about the data and Heather I'm going to put you in group one and I'll take group to and we'll have a discussion around what are some things that are rising and what is something that you really feel we should respond to in this year's budget and so we're just going to go into small rooms I'm going to put you in those breakout rooms now and we're going to take 10 minutes and Heather alright on sheet too if you want to do sheet 1 make sense all right they go looks like Nancy is that a computer right now I think everybody room to okay I'm going to go in the room too if you go in the room one hi I'm going to move you into too and I'm going to move there as well okay hang on a moment I went initially into a breakout room in was there hello welcome back everyone I enjoyed the conversation and I have she ate the input as we move forward I'm going to share my screen and we're going to talk about strategic priorities for a little bit and I want to give some information and then we'll go back into a group again and just make sure that we are shoot sorry about that I went to the wrong View there we go can you see my screen yes or no yes now if you want to share it in and Advance it I'll try one more time sorry about that I have received a break card how do you want to advance at least there we go so just so you know we're going to just do a quick overview of our strategic priorities and I I just want to make sure that we are. I'm we're going to ask two questions around our strategic plan and what are some things that you feel should be continued and possibly things we could do differently and I know you may have given some of those ideas but as it relates to the Strategic plan again some things in that area that are important to you and what are some areas that we could do things differently as we look forward so next light please as we think about this I always start with our mission and I always think about this being a funnel so I think that the most important thing that we need to do when we think about a budget is it's a statement of our priorities and how are we attending Equity growth and Excellence for all what does that look like as we think about funding this and one way we found them is through what the district has done over time which is have a strategic plan and as we look at our strategic plan we focus in on how do we make this Mission come alive what is it that we focus on next slide we focus greatly on the idea of this framework that has been in place and that we look to fund each and every year so when we think about how do we make that come true our mission we think about Equity being the overarching arm where we look at anti-racist pedagogy we look at our materials we look at what it is to have a system that focuses on that and we look in five key areas that support it are we attending academic my Mastery for all are we focusing on character and citizenship what are we doing for wellness and that's for staff and four students how have we addressed our facilities and I have to say with the referendum that one is you know about to be I don't want to say completed facilities are always important but we aren't looking at as we look at this budget we are looking to fund our current facilities not looking at new facility we move forward and then we look at school staff and I know that these are very broad so the funnel if we go to the next slide gets even more tight the district has determined and again this is prom about now four years ago that as we look at making those come true as we met Titan that funnel we look at authentic experiential learning support for the whole child modernizing and maintaining historic buildings and that's what precipitated referenda recruiting and retaining a diverse teaching staff and funding strategies and well it says to support facilities it's really all of our what do we need to do to make sure that we have sufficient funds and so as we look is that funnel gets tighter what are we doing for authentic experiential learning supporting the whole child and I'm sure that you can think of things that fit into each of these and some of that occurs because of annual priorities that we have so this year and last year it was determined that this is when we put our nickel down this was these were things that we're going to be funded and Heather and I are both new here this year so we're doing some things differently but these were the priorities that were sermons before we came and that we are putting forth this year so we talked about early literacy instruction we have a strong phonics pilot going on now and as we look at next year I always like to be transparent and say I know that work will continue we will be selecting some curriculum materials and we will need to be extending that through eighth grade as we look at next year so literacy will continue to be a priority as we look at that plan as we look at social and emotional learning this year we worked really hard to make sure that we had that in the classroom that it wasn't in the hands of guidance counselors but really making sure that we had what's the at Lake Bluff Park and crew and make sure that we were really looking in on our on our priorities and making sure that as we come back from covid relief tending to our social and emotional learning we talk now. Only about hiring staff of color so that it would reflect diverse population of students but now retaining staff of color because our data is very strong as it is about hiring but we need to retain staff a color and then looking at systemic improvements for Equitable student results we've done work with Equity Audits and really looking at where is the disproportionality where does it rest and what do we need to do in terms of looking at that Excellence for all what are those systemic improvements that need to be made and then Anson connectedness and belonging that when we did add this year as we talked talked about coming back and really making sure that we were together so as we looked at our priorities we know already some will continue literacy will continue to be a focus but as we about our priorities as it relates to our strategic plan and again I always think a district has a strategic plan so that we aren't chasing a pendulum shift that one year we fund everything over here and then it goes over a year we need to have a plan over time and spend it with our resources and so as we think about our strategic plan we're going to go into a breakout room and talk about two big questions what are those things in the plan that you feel are important and should be continued and what might need to do differently to achieve these priorities and we're focusing in on the plan that is in place here so with that we will get back into breakout rooms and we will have around 10 minutes to discuss these two and again I'm Heather and I will come into the breakout rooms and we will take some questions and answer things related to that and more importantly really get down your thoughts so I I'm going to recreate our rooms and here we go and we'll have 10 minutes Heather you going one I'll go into okay and I'm just moving it now here we go you fart asking. Cancel sure he jumps on yes yes what welcome back every Heather's going to take over and we're going to talk about Estefan's I really appreciate the participation and appreciate all the good ideas groceries Arthur funding is headed a unique funding source that just a little bit of background for those of you that may not be familiar with this funding source do answer is our response to the global pandemic and is a part of the funding that was allocated specifically to address impacts of covid-19 those funds were released in three phases after 1 after 2 and after 3 the first all three of them had the intention of helping to offset the expenses to the district that are Above & Beyond on your rights over the expenses that came about because and in the first last year and this year what the district spent those funds on primarily what you did most of our after 1 and after two buns were your first and foremost we are interested in getting our buildings ready return in early 2021 and then there's a significant investment that's been ongoing and ensuring that we have adequate sanitation that we have air purifiers that we have educational technology during virtual learning we have all the pieces in place to be able to maintain inspection safely during covid. Has been the major priority for use of our other funds up until the current point in time we also had added some staffing to dress substance increasing for substitutes increased need for health aides virtual learning we offered through the fields school district and had a handful of students taking advantage of that option that was an additional use of our funds as well as an increased need for summer school those were some of the areas that we have spent funds for so far with us after 3 which we haven't spent yet we have an opportunity show me my group I'm going to mention the fact that you're we've been operating under we're operating in a new environment we may need to look at different priorities with after 3 we have the opportunity to look at specifically how we spend those funds to make sure that the impacts that were feeling whether it's staffing needs or student needs that we're addressing those to the extension so I'm going to put an offer two different ways provide input here one just to get a quick snapshot I'm going to put a pole up where you can still act as many options as you want but in terms of if you look at these is going to be grouped everything into kind of five buckets on academic programming in professional development covid-19 mitigation social emotional support Mental Health Services Staffing to support health and learning in Virtual learning of those where do you think that we should continue to expend funds and the next few days after we do the pool is will ask for ID as if you're that you're seeing as many of your parents other community members that we're seeing that we should think about potentially fun day so I'm going to just launched that pool and the first piece of that one of you and I just heard someone say none of the bugs and that's fine then put in the attached at what it is you'd like us to be focusing on thank you just a few more seconds then I'll share the full results you haven't put them in yet so you should be able to share the result is interesting cuz it has been a little bit different so it'll be interesting to see  if you haven't taken the survey yet will be looking at those results as well and what the party but it's interesting to see each different group has a kind of a little different to take security firm we want to gather more input from if you would please at the for me it's at the bottom of my screen but Steven I see you say I don't trust Academic Program what is it in the academic programming that you'd like us to focus on so let's drill in a little bit and if you could put some things in there what is it that you would like to see Sr funds be used for this is just I think what we're trying to get a read on his you know focusing on mitigation but then now on student needs what are some of those areas until we're just looking to get that sense of what is it I'm so we're going from the broad now to the specific what are some things you would like to CSR funds used for if it's for professional development what do you feel teachers need more assistance in learning so that they can Implement in the classroom or if it is Staffing regarding student health or learning what is it so I'm going to just be quiet for a moment and I'd encourage you to use the chat feature because I will capture your ideas what is it that you feel is important regarding our use of s her dollars any ideas are welcome no idea is a bad idea we're just looking some more specific ideas regarding when you don't have an idea on a resolve that's fine it's just need I see your here's a you know my kid is experiencing this I will figure out you know we'll do our job to figure out how best to address that we'll give you another minute to just capture any thoughts and ideas into the chat regarding what are those things we should be spending Sr dollars on in your opinion all right is supposed to be really in line with the intent of a sir or are we supposed to go off the off the reservation a little bit here while we can only spend at $3 funds that have to do with what it the grant is intended but I'll take will take any ideas so that we can understand what what you feel priorities are is that Steve so please continue to put some things into chat just want to be clear around next steps and first of all want to thank you for participating I'm we've appreciated your input is certainly captured a lot of ideas and I appreciate your using the chat as well as the small group in order to so that we could hear all voices on we didn't want to get on a call and then have only a few people be able to participate so thank you for that it was helpful I want to just talk with you about what the dates are coming up the first thing that will be gearing up for our some budget scenarios for or discussion and I really appreciated something Steven my small group said earlier where you said part it's about process with the budget and part is about what's in the budget and so we really trying to capture ideas around what is information that's really important to you you know regarding such things like they say tonight I learned a lot about just your desire and obviously it makes sense for enrollment projections and some other things so we'll be sure to respond as it looks to that so it's good ideas just in terms of the process of giving you information but also as we craft the advantage it itself so these are some key dates coming up April 12th May 24th June 14th as we look to the budget getting into its preliminary form and if you have additional questions there will be a link that will be putting in the chat and we will also be getting it out to you via the will be sending out a note thanking you for coming with this slide as well as will be putting a note to an FAQ that if you've got further questions we want to make sure that we listen to them and once again really want to make sure that you know that we're looking to seek information by the budget survey if you haven't done please complete it that will give us even more information and I would encourage others to participate at the upcoming session at Atwater on March 1st and at the shs library media center on March 3rd and we put those at different times at five and correspondingly the next one at 6 just looking for some slightly different opportunities for people to participate as we close I just want to say thank you it's an honor and a privilege to be serving in this District I'm greatly because of the communication that I have with you and that you have and the care and concern you have for our students thank you very very much we'll capture your ideas and chat and we'll be getting out an FAQ for you to get us more information around things we didn't get to in this session that would be a thanks and have a great evening good night Joanne yes you encouraged us to fill out the budget survey which I did earlier today and I was really disappointed by how poorly written it was and it wasn't able to like actually give granular feedback it was very vague and it was sort of confusing about how you could answer different questions and what you're prioritizing so I personally would recommend a round to the second budget survey that's more detail because I think the one that you're getting isn't actually going to reflect what parent how parents want to answer it if so I didn't think about it until you asked us to fill it out and that was my reflection from earlier today give me an email thank you appreciate it have a good night everybody thank you thank you for your
