Last night, the Board held their Annual School Board Meeting at Shorewood High School. Superintendent, Laurie Burgos discussed the state of the District, explained the district report card, and shared some highlights with the community members in attendance. Heather Heaviland followed it up with a presentation on our budget and funding.

I am pleased to welcome everyone to the annual meeting of the Sherwood School District for 2023 I am Emily Berry president of the Sherwood School Board and I'm calling this meeting to order this meeting is being called pursuant to State Statute 65.90 and 120.08 the meeting was Julie noticed and publicize in the 12th August edition of the Milwaukee Journal and on the district website on the 15th of August my next order of business is to elect an annual meeting chairperson I'm going to call for a nomination from the floor three times does not require a boat just a voice nomination so I will now take a motion to nominate an annual meeting chairperson Pablo Mari what is nominated as thank you Clark and I will make two more calls for a nomination do I have any other nominations any other nominations for annual beating chairperson alright seen your head would you like to come to the election may I have a motion to close nominations almost 1000 emissions thank you. Muirhead thank Board of Education community members for attending and their administrative team was also present I'm in the unique position of presenting the state of The District's address having officially started on July 1st so officially reporting out on work dr. Stern key did so artfully along with the leadership team and our talented staff here in the Sherwood School District so with that I will begin my presentation I have four parts to my state of the district the first one if I can click the slides is always to refer back to our mission which is equity growth and Excellence for all this drives all of the work and as for sometime here in the district is something we refer back to all the time at our meetings and it's helpful for us to ground our work so you can see there before components to the state of the district address first isn't over two of our learning committee Community second our highlights from the 2223 school year I will talk a little bit about Vision 2025 which has been in place since 2018 and the annual strategic priorities that we have set 2023 24 and then because I am new talk a little bit about where I'm at with my entry plan and some next steps for the next two weeks so I'll start with her over a result which is what we typically start our board meetings with which I'll read our students are leaders who challenge themselves to grow and Achieve academically pursue their passions navigate change learn to continuously and contribute to the common good you can see on the left side of the slide of the statement that defines Vision 2025 that was built in a collaboratively with community members few years ago of the Shorewood school district will Foster a positive educational experience that is message to all the diverse needs and aspirations of all of our students and as a way to achieve those means that committee to find three different areas where we need to show achievements and growth vs academic master second is character and citizenship and the third is wellness and our school principals based their school growth plans around these three main areas Sophie let's just appreciate the wonderful students that make up the school district I saw a few freshmen today as they were picking up their locks and there there was a buzz in the hallway and there has been for a few days now so it's exciting to feel about start of the school energy that always gives us so much energy as we're welcoming everybody back so you can just take a look at all of our amazing students and some of the things that they engaged in starting with our earliest Learners starting with their love of reading store staff and all the way up to high school where we have students participating in Trials where we have students engaging in the community and where we have youth rising up so this is a part of just a glimpse at why Excellence really means more and the short Sherwood School District in terms of who we serve the stator is gleaned from the DPR report card that Mike joint report it out on a few months at that time 1915 was the student population you can see the graduation rate was 9597.5 per cent we have a multilingual Community with 41 languages spoken and then the bottom you can see the demographic breakdown by race and ethnicity group along with students who are identified as soon as with disabilities students who are economically disadvantaged or qualify for free or reduced lunch and also a moped will learner population our Learning Community also consists of the many community members volunteers and associations that make us stronger so obviously this include their staff our families and caregivers are alumni volunteers and supporters Village leaders residents and partnering organizations and we have a lot to celebrate I have to say that in my shorts 7 weeks and a day or two I have never seen a community more pass read about it schools in Shorewood everywhere you look at everybody I have met is looking for ways to engage with us so it's really exciting to think about how we can develop new Partnerships and really capitalize on that positive energy that there is in our community so with that I'll go into some highlights from the 2020 to 2003 school year and again it's interesting to present on work other people dead so I'm very proud of the team and have appreciated getting to oh that I'm I also just want to make a comment and how lucky I feel to be working among such a talented team of Administrators as well as the staff members that I'm coming in contact with everyday truly when we get together I feel very honored to sit at the table do talk a little bit about academic achievements social emotional Wellness character and citizenship and then some work that the board approved back in March the district collaborative commitments to equity I'll give it to you want me to take a nap slide it should look familiar this is a screenshot from the school district report card this is the district report card again Mike reports out on this and we will report out on last year's report card after the data is has been released right now it's embargoed so you're seeing us scores from last year our overall District score was 79.6 time overall we exceeded expectations and take a look at the circle to the right where the priority area weights are of this is kind of a newer format to the report card it's two years old and I want to call your attention to the lime green colored quadrant Target group outcomes so the DPS report card has some complicated mechanics under the hood but we look at are these four different areas and their formulas that zpi pulse from to calculate that overall score achievements and growth consists of 50% of report card and you can see how about 30 spots 35% of that score is constituted Ventura and then growth is another portion of it and that slides how much of that percentage depends on the percentage of students in a district to qualify for free or reduced lunch so this is one of the reasons why calculations of school districts under the hood are different from District to District it depends on the percentage of students who are economically disadvantaged in that bottom corner the target group outcomes quadrant that's important because that is the only group of students that is counted in each of the four quadrants so when we think about school growth plans and reviewing data we know from the pi who those students are who fell into the bottom quartile according to ELA Master Chief and also absenteeism so those are things that go into those calculations in different ways but as a part of our day to die what we'll be looking at is who are those students who performed in the bottom quartile because we really need to pay attention to the students for lots of reasons one we want to make sure we're boosting their academic achievement and providing them with all the support that they need and making sure that they have support to be here and attending school but we want that for all of our students but that group of students is counted four different times and constitutes a large portion of the score I'll let my talk more about that no number so in terms of academic Mastery that was one of those three areas that love was called out Envision 2025 you can see according to Niche we have some Statewide rankings we scored in the top 10% of act and ACT Aspire your scores top 10% in the state of K through five achievement scores we were ranked in the top five high schools in the state top 10 school districts and we just learned today that we received a level 2 advanced placement AP Pacesetter award award it was different today we are we are glad that I was not a part of that group we introduced the new Core Curriculum and engaged in standards alignment that work will continue over the course of this next school year we also implemented a one-to-one technology initiative in grades five through 12 and you some as her funds to do so I want to say they about 1,300 or just over 1,300 devices that were purchased I'm looking over that direction to see if Jack is kind of affirming yes so that was a huge initiative that really helped with Equitable access for us so even though we're looking forward and I'm talking about work from last year it's important to acknowledge some of the challenges that were facing for this upcoming school year the first one that I want to know is that there are persistent disparities in our achievement data for our blacks since and students with disabilities so again thinking about our data dive our school growth plans we need to pay attention to how we are teaching and when instructional practices were putting it to place another challenge a little bit less so successful operating referendum in all of the community supports of a thank-you Community is funding while we're okay right now locally a Statewide we all know that the budget it was quite disappointing and we will commit. can you join Gage and legislative advocacy moving forward opportunities that we have in that I've seen already in my few weeks here is really engaging with our students and finding ways to elicit student voice that something that I know that staff of told me they're also very proud of something our administrators look forward to doing and so I can't wait together groups of students together and hear from them another opportunity that we have and we'll be talking a lot about this in the upcoming year as a collective efficacy and collaborator and Collective efficacy is something that sounds very jargony but it basically just means that if we as a group of Staff members really believe that we can make a positive impact on the lives of our students and this is according to John Hattie's research the number one strategy that has the highest impact on making a difference for students so we will be talking a lot about staff collaboration how to do that effectively and I think as I mentioned earlier I truly have never seen a community more passionate about working with his school's so I think there are a lot of opportunities to engage with families and caregivers and community members at Large another area to highlight was work that was done regarding Wellness we have integrated SEL curriculum at all of our grade levels how that gets taught is a little bit different from grade level to grade level or I guess should say from school to school the different levels we offered school-based Mental Health Resources thanks in part to seed and a generous Grant from seed we offer K through 12 counseling that addresses the needs of the whole child we also introduced goguardian to go help with Online safety in terms of character and citizenship I really just wanted to add some photos because this is evidence in so many different places that like I said earlier Excellence means so much more than test scores in the Shorewood Schools we want kids to achieve well as on their state test but we know that there's a lot more and getting active and giving back to the Unity is something that we see in a lot of different places so there's yard clean-up there were Buzz Cuts fundraising for different nonprofit organizations and I want to say this was the May Day Basket tradition rates where students were delivering a baskets to neighbors and something that again I know that our neighbors enjoy and look forward to this was something that the board approved back in March the collaborative commitments to equity so after the past few years engaging in the integrated comprehensive services for Equity work it's important to take a look at all the different levels of the system and where our commitment to equity live so this document along with our mission along with our overarching results are things that really drive a lot of the conversations that we're having at the administrative level when I first started I think my first meeting we hold these up and took a look at them and really kind of dog into where does our work live where do you see your work living everyday this is something that will talk with staff about 2 on Thursday as we welcome them back so having this type of steam at the board level really does help Drive practice and as you know from having done this work after you started engaging in their practices sometimes you learn things and that helps Drive New Palestine so thank you to the board for doing that all moving quickly to our annual strategic priorities around Vision 2025 and you can see that we have identified four different areas just to know after they were five areas the fifth pillar revolved around our referendum projects which were wrapped up and so we are considering all of our facilities and operational needs in the operations pillar I will let Heather go into more of those. when it's time for the budget presentation but we've identified some targeted strategies that we will be working on over the course of the year you've heard our administrators talk about identity relevant teaching strategies which really high to do with taking a look at those high impact practices from John Hedy in addition to a lot of the work that's culturally responsive and understanding who we are as Educators and who our students are in finding ways of make that come alive in the classroom we want to strengthen staff collaboration again that speaks the collective efficacy continue focusing on standards alignments and will be implementing new math curriculum and phonics curriculum at the elementary level we also have some new social studies curriculum and we featured in the September edition of the Sherwood today so make sure to read that article in terms of whole child support we're working on building proactive social emotional Learning Systems which I'm going social emotional learning instruction we are going to be introducing a new mental health and wellness screener for all of our students I mentioned earlier in my report card presentation that attendance factors into the report card so we will be being a look at our attendance data in terms of wanting kids to be here and what we need to do to support that to make that happen and of course we want to continue to focus on making sure that every Learner in our district has at least one trusted adult anime a relationship with them another pillar is our staff has to do with our staff so we want to continue recruiting developing and supporting a diverse staff we will continue professional learning with rics Equity system we will provide support and ongoing leadership opportunities for staff of color our staff members have also done a lot of work with Sherry Tucker to align the mentoring program along with instructional coaching and we will be engaging in a study to assessor human resource needs Human Resources has a couple of different aspects because we want to take care of our current employees we want to recruit new employees and their lot of difference of components to that area and then the pillar Heather will be focusing on in a few minutes really has to do with sustainable operations you heard a lot about sustainability during the referendum campaign because now that we have the operating referendum we also have committed tour community that the board and the administrators made we are going to continue evaluating resource allocation and plan for future facilities needs and I will wrap up with just a quick introduction not an introduction but a summary of where I'm at with my entry plan so seven weeks in and a couple of days I introduced the spray work which is really kind of a modified plan-do-study-act I'm really still in that listen and learn phase I will be doing a lot of listening coming up there will be a lot of listening sessions for staff also for community that will be the communicating out now what is back-to-school time I think more people are back in the village and I hope that many of you will considering will consider attending one of those sessions after that after 100 days and then some it'll take me some time to analyze all the data and write up a report but I look forward sharing that back with you in November and just so that you can see if you hadn't read the plan I identified five main goal areas and yes there's a lot of rain there's a lot of listening there's a lot of policy work but there's also wonderful things like scooping ice cream at the summer celebration at the public library I learned that was a lot harder than it looks, but I also enjoy it a lot of our rec department G over the summer including majors and minors and this was the Summer band concert over at at water so it has been a really fun and fast summer and truly an honor to join this community and I look forward to all of the great work that's yet to come with that we can move into the budget hearing thank you Lord I normally bring a special treat Oscar minute watch act as his technology the time I may or may not have share the presentation is Jack one minute before 7. My fault for the evil of delay Define tune up to the last minute alright well thank you all for coming out tonight I know it's been a big year of budget and Tony we had a lot of trees nation that I know many of you have been there helped us through and picking through the operating referendum many of the other budget decisions that we've met throughout the years and I really appreciate you continuing to engage and give me as an opportunity to really talk about the themes behind our budget this year and ultimately go into a little bit talking about the dollars-and-cents so I'm going to walk through a few different things were going to start out kind of talking more conceptual to always think in terms of you. You sure there's always had a bit of steam running through our budget process and talk a little bit about that and conceptually what some of the things that were thinking about and talking about and some of the ideas that drove our budget decisions this year I'm going to talk a little bit about enrollment, talk about the sustainability we're going to continue to use that word for probably sometime then I'm going to talk a little bit about priorities and how those actually show up in the budget will tell and then we'll finally we'll talk about the actual expense in Revenue breakdown in the tax levy that we are proposing for the 2324 school year you're kind of thinking about and preparing for there's a thought about this idea sustainability in action so we talked last year about the need for sustainability and we talked about preparing for saying nobility in the needs and looking at what we're going to need going forward and Billy I think a lot of that for the past few years has felt like State ability means making reduction right in stating his ability means finding where we can reduce expenses or we have to increase Revenue through the operating referendum in those two things are really the things that we talked the most about as we move into what I think of his kind of our next you know what I think about sustainability and action that I think about really thinking about what are the Strategic decisions that we need to make how are we made bringing meaningful efficiencies to our work and being thoughtful about how were allocated which in some cases means reducing another case means increasing cuz that makes the most sense for us to operate in a healthy manner going forward so how do we try to live and work through our next days of operating okay. Think about it and I know it work we talked about sustainability we just had a budget increase at the state level we had an operating referendum why is that either nothing that we need to talk about so for those of you that have been following the state budget imagine many of you have you know that we now have four hundred years of increase $325 a year for each of the next four hundred years so we'll talk got a fit so it's nice to have some predictability it's nice to know what's coming and an increase is better than flat which is where we've been for the past 3 years so we'll take that challenges it's less than a 2% increase for us and that's going to decrease over time I can't I didn't map to get to your 400 but I think it's a pretty tiny percentage so each year and I was in the next within the next 5 to 10 years we really it like one and a half percent so I can great predictable we know what to expect but it's not solving everything and it's nowhere near matching what we're seeing in terms of increases and expenses which are about twice that right so we still need to be thinking about this with the operating referendum yeah right like I have many fewer complaints than I do about the state budget maintaining operations art students are still going to feel School in many ways as they know and of course there's always changes always things that are different many of the things are remaining intact and we're still providing high-quality education to 2000 kids in the Milwaukee area challenges Reno and we knew when we put together the operating referee that we still needed to be smart we knew that we needed to make reductions going into next year in order to keep on track for the next five years we also know that we're just worried our increasing Reliance on the property taxes in order to maintain our revenue and we get much later in the presentation will look at that kind of breakdown again and how much we are relying on property taxes to fund our day-to-day operation and knowing with that comes with a lot of responsibility to the community to make sure that we are turn on education but also continuing to be smart about how are allocating resources and taking seriously the responsibility we have with effectively managing that investment so this is what we look like for the next five years with the operating referendum and some reduction so we're looking great for the next few years then things will start to decrease down to the five years so when we got the operating referendum dollar amount we said okay you want to make sure you were at least able to break even for five years and we want a bill to at least a 25% to 85% in our fund balance which we're going to make some great progress towards at this point we are on track to do that but we're always just kind of looking out and I'm always kind of thinking about as we look at what things we commit to what is that going to look like over time and thinking about how can we flatten this out and how can we make sure that we're not aggravating that expenses just continuing to increase faster than Revenue so we'll be updating this on an annual basis will be talking about it but just continuing to look with that long-term lens and thinking always about the implications are. so enrollment is something that you were talking about stuff on an annual basis in the January timeframe at that point in the years when we know what our enrollment is for that school year we've had a chance to really dig in and look at what that means for class sizes and and we have it in and we will have had a chance to come look at where we think we're going for the next year but I'm going to talk a little bit about it now because it does impact our revenue is the biggest driver of our revenue is where we're headed it also ties back to this idea of thinking about sustainability so if we look at the last several years if they are going back to school year 2014 2015 you can kind of see where we were at we're actually in for a little while I dropped by a fairly significant amount during covid and then it just passed stabilized from there and are into supporting a small are we budgeted based on an increase of the small decrease going into next year we're still looking to see where we actually Landing talk more about that over the course of the school year so that's where we budgeted on was about a 22 total enrollment and just if you aren't familiar with this language the two columns you really want to look at from an aggregate enrollment are the revenue limit members which is the second column that is what drives our Revenue limit and dictate how much we can raise in property taxes and state revenue combined is based on the number of residents who whether you agree with it or not that's how the system works and that's the number that drives the biggest part of our enrollment the total enrollment which is the fourth column over that dries are expensive so looking at how many total students that were in Rolling that's going to drive our section rosters that's going to drive our expenses in terms of student of Cheerios and makes a number that we have to look at in terms of our expenses okay so why are we seeing decline this is the Wisconsin birth rate from 2000 to 2020 so you can see starting and I know this is kind of small I can barely see on my screen to but you can see for the last several years until the school-age population is coming in and Canna Garden is significantly smaller than what we were seeing five to 10 years ago or even longer so what that means for us and practical times before enrolling smaller kindergarten classes we are graduating senior sold last year that was a difference of a little over 30 kits so looking at that and be mindful of how did that obviously been received smaller classes at the elementary level we got to think about how that's going to play out for us over the log truck we did have I love if you can't see that that little like uptick is anarcho babies from 2020 to 2:21 so maybe we need to know some more lockdowns together. this is how it looks on the public school enrollment side and looking at where we're at and seeing that kind of loosely mirrors the decline that we saw on the birth rate Racine so you listen to something when you look back at that how much work this isn't just something that were seen in sure where this is something that we're seeing across the state okay so how did we actually operationalize this in terms of sustainability this is a chart I'm going to keep coming back to you many of you have seen it before when we first started talking about our five-year needed and we first started talking about the operating referendum we talked about three faces and I mentioned this a little bit earlier to put the last years we've been in this kind of strategy of where can we find Opportunities to make reductions without significantly impacting the quality of the work that we're doing this has been about Workforce realignment this is been about operational efficiencies in Taco Bell in the same time about increasing compensation rate so that was two years ago when we really last summer when you're here talking about the budget we talked about first we hadn't opposite the compensation and then we look at how can we find efficiencies so that we can absorb. so we continue to pay the staff that we have but looking at making sure that we're operating efficiently so we can absorb some of that and start to again flatten out that chart I see us now we're still doing a little bit of that we're not out of that phase I think. operational efficiencies or something we always need to be looking at but we're moving more into a midterm buffets we're looking at what are the things that we are doing unless we talk more details about the budget what are the some of the things that were doing there they're going to help us the launch or may not necessarily maybe immediate reductions on the budget but maybe their challenges that are going to their changes are going to pay off for us over time and if I had to face that were working moving into now so in practice that looks like so we did take a look at as we're we've been doing every year since I've been here probably doing for the next while we looked in really close detail at our staffing and looked at where do we have what is because maybe we don't have the same staffy need as we do anymore maybe also in some cases where do we need to move people around or it make increases because we're seeing different needs that manifest so that's a process that we went through ultimately we found opportunities barely so if you remember from last year mostly talking about the elementary level where we had three levels we had where we had more sections that we needed we consolidate at those this year we looked more at the middle and high school and looked at class sizes and where we had opportunities to maybe go from driving directions to  or things like that and how that was able to know how we were able to consolidate that way we also were able to increase the amount of staff that we're sharing particularly across as is and how to say okay maybe we don't need a full ft over I think French is a good example we didn't need to be previously had a full-time staff person at us I asked teaching French didn't have the enrollment in French to justify that we had an opportunity at the high school so we now have French teacher teaching half a day and half a day. They just so we were able to preserve that person's full-time position while sharing across hours and cutting down on some of the overloads that we were paying for foreign language in the preview okay it's what I wanted to talk a little bit about the Staffing is our biggest expense I think most of you know that we go look at that a little bit more in a minute so why are we always looking at this one because because we also needed to do some adjustment to take a look at where we've been so this is showing you the difference between the change in Staffing and the change in enrollment the blue line is Staffing in Orange Line is in so what was happening from 2014 to about to Cove it is our staff and was increasing while much at a much faster rate than are enrolled in some years we had at the decrease right so we needed to take a look at that and say okay we're probably Edison position we really need my experience having done this for several years before I was at before I was here all the time the positions you had the most recently had the ones you need the most right so those are the things that you really understand you really understand the needs of this doesn't mean that positions that we didn't need this means that we also needed to take a look and say hey are neither bread balls a little bit and how does that play out and where does that then give us opportunity to make changes so that kind of shows you that transition specifically teachers paraprofessionals look the same if I did it all staff it flattens out a little bit if I took teachers and paraprofessionals out of it it's much better it's really primarily those are our largest groups you're going to see the most exaggerated amount but we really didn't see significant amounts than other Staffing grooves they redid here and it just kind of shows then so that's why I just showed you was through 2020 then either this is like the type me. This is what we've been trying to do for the past here's to more closely aligned what we're seeing in terms of student population with what we're doing in terms of Staffing so the other thing that we're going to be you know a lot about for the next few years is medical insurance so this is the end when we look out and you look at that chart that shows our expenses increasing faster than our revenues a lot of that is driven by the cost of medical insurance. not a problem. It's cool as problem this is none of you may have seen the same things in your workplace has or heard about United Healthcare is going crazy right in some particular following covid and those that were here we talked carrier change we have her time even getting carriers that wanted to get on their health insurance if it wasn't even a matter of like these two so what we're trying to do with this is make changes that again if you think about that moving from short-term into midterm strategies making changes that will put us in a better position going forward so we didn't see a huge cost savings by changing characters this year in fact we saw an increase we were able to keep premiums almost exactly the same for our staff in doing so we had to increase the deductible but the district is picking up a significant chunk of that cost so we're paying our deductible going to do this year for both of our plans is 3000 for an individual six for a family the district is paying fifteen hundred that individual and 3,000 of that family deductible so it's just kind of a calculus that we did where is better for us to kind of contribute and pay part of the deductible then pay the higher insurance premiums so do they got so it wasn't a huge cost is it really the changes that we made this your compass within the 10% increase that we had projected for next year didn't get us below that but we also are hopeful that by starting that we change some of the things about the model we change to a bigger carrier the table and negotiate the rates with bigger system so things like that are what we're hoping will help us contain costs over the long term okay and then we did you know we're always just looking at General operating expenses each year we have a lie contracts in anything where was like okay this is something that we did this year do we need to do that again next year cuz sometimes you don't write those sometimes things run their course but if you're not paying attention to it you just keep doing it even though it doesn't have the same impact on the things that were trying to get away from those are the things where we had a tightened up and I had mentioned earlier sustainability that also is about making investments in the things that are going to pay off the overtime so continue to increase comp compensation we're not going to we're not going to protect staff from the global economy we know that inflation has been crazy this past year and everybody is seeing real decreases and they're Expendable income we're not going to fix that but we are going to continue to show good faith effort to bring her to keep our staff or compensation competitive we want to make sure that we're retaining top talent we want to make sure that our salaries are competitive with other top districts and we're going to continue to invest in that and we increased compensation by 3% across the board to specifically for salaries we had areas hard-hit by inflation so one of the things that we were able to do because of with having the quotient of the operating operating referendum is say okay we no utilities are going to go up again next year or Transportation costs are through the roof we've had things like even the smaller things are crossing guards going up 25% 40% every year we can keep those things going and we've invested because we don't want to have to make Cuts in our general education in order to compensate for those I know there's a couple of areas where we've made new investment one updating our curriculum director joint in our friends I was working really hard to think about like how do we continually update our creatures making sure that we have identity relevant teaching and learning practices that are curriculum reflects our student population is also making sure that we're preparing kids to be successful in car and I'm finally making sure that we're investing in planning for future Capital maintenance needs so we have really for the last couple of years been so we didn't have this passage you much other than finished the operating referendum vote did we got through that what we are looking at and hoping to not do again do it have an operating referendum that's taking care of basic maintenance writing so significant chunk of the referendum was taking care of Maintenance that we had been able to previously so what we're trying to do is get ahead of it we're looking at you know how do we make sure that we're investing on an annual basis and do we have hundred-year-old buildings you have a 900 year old building on we want to make sure that we continue to keep those in good condition we continue to invest and maintain our properties which are really one of the major assets of the village of Shorewood right so we're not just the school for the students but also for the community so we're investing in those as well the get you some sense of how it aligns with our priorities in a round and round sustainability but I want to just talk a little bit about our specific buckets and our specific priority areas and Doctor Burgos gave you in a few of the four different strategic priorities for this year and we talked a lot about sustainable operations already I want to just give you just a few examples of some of the ways in which we are investing in the other three buckets so academic master an authentic learning so more than 50% of our budget is Ghost instruction right and so that's 54% of our budget is just instruction little bit about new curriculum so we're investing in new curriculum we're also investing in and making sure that we have staff training and staff development to go along with that and drop your joints and great about pushing for that and making sure that we're not just handing a curriculum to our team but also handing them the tools and giving them the training make sure that it's implemented effectively and we're taking advantage of that tool not investing in something that we're not prepared to use and then it one of the other things and this isn't a huge part of our budget but I think it's important to remember how we think is we invested in over 400EX is 467 hours of paid summer work for a fraud teaching staff to work on correcting them over the summer they did a lot of different things it's really a wide variety of work that was done but what are the things that we talked a little bit about me also eccentric learning we talked about that and how we do that in the district so what are the things were cognizant of his also like some of the ways that we've been doing it and doing nothing take learning to stand up all the long-term so we have some great call foods that are great experiences for small number of kids we need to think about how do we reach a larger number of kids and how do we have courses we can't continue we can't sustain courses that cost 4 times as much as another course right so we got to think about that and we had a couple of teachers that came forward and said okay I'm going to continue this course I see the value and I spent some time over this summer we you thinking our curriculum and how we could do that differently and we said absolutely and will fund you for that work for child support I think we've doctor Burgos Dr little bit about this for continuing to invest in Mental Health Services we want to make sure that that continues to be a priority where it's needed if any of you for your children your family members yourself and your friends have tried to seek therapy or mental health Wayne recently you'll know that it's incredibly difficult to find some of that has availability does limited capacity we want to make sure that we are students in an emergency situation or they have a need that we have that availability expensive something that we've had to make an adjustment in funds for but it's important that we're able to fill that gap for since it need it we're spending about 65,000 and roll out of our SEL curriculum programs and then an overall increase of about 220,000 in student services Recruiting Office support staff we're continuing to invest in our Equity programs in some ways that's the decision that we make and how we operate and it doesn't have a price tag but when there is Need for leadership when we have need for our continued support for my ICS can Psalms that have really been instrumental in helping us to move forward and help with detail strategies for the whole framework as well as shooting coaching we're going to continue to invest in that's our staff have the support that they need in order to roll that program out we're also investing in leadership development particularly for staff of color and they were engaging in HR business partner to help us really think about how do we manage this component how are we doing in terms of a particularly in terms of recruiting and retention they'll be doing other things for us as well but we want them to look at how we are addressing the needs of our a particular staff of color okay so moving on to expense in Revenue overview I just a few colorful charts not the cute pictures like doctor Burgos had sorry I didn't how to do pictures of budget growth goals so I'm just going to go through a few things are these important for the budget also to just kind of know actually what the dollars and cents are so the general I was just at the reminder is also known as Fontaine which is our general operating expenses for regular education the biggest part of our budget you can see how our budget breakdown specifically in that funds so the large Life of Pi that is salaries and then the slightly smaller to the left turquoise blue is benefits so those two combined are about 66% of our budgets if you take salary and that if it's together 60 since 66% of our budget is salaries and benefits and then the remainder you can see breakdown the next purchase Services which is anything from buses to Vincent student Support Services to any kind of contractor that we might engage non-capital items Capital items so whether it's based on the dollar amount to go to the Pacific things that we purchase services at 11.7% in that a small amount for other items including insurance okay so that's B that's the type of expense this is the expense use so we hold every expense either based on the type or there's a salary to a stellar defense benefit expand a service of material everything gets coded based on the type but then we also coated based on the use and where is it going to go and there's three major categories the biggest wanted to be talked about as instruction and if you're paying really close attention you'll notice is 52% really I said 54% that's because of 54% include special education to just slightly dangerous. This is just lunch time so you can see work so 52% of our general fund and instruction support services at 36% and non program at 12% Support Services has anything from guidance to nursing Mental Health Services in a variety of other things okay by van so that was specifically Fontaine which is our general operating fund and then in addition to fun 10 we have a whole host of other funds that we managed that work and support service but in support of the school district and work for our students that have specific in different purposes so where is Fontaine kind of General resend it on a lot of different things are other funds are much more specific, so after the general fund The Chew what artists are special education and Debt Service and then a small amount of food service in about 7% for a community service program okay so that's how we're spending funny in terms of breakdown on where the money comes from our general fund again Fontaine in terms of the revenue sources you can see that extra large helping of a really like pie if you're having that big blue slide is property tax revenue at about 64% of all of our revenues all the revenue that fun Fontana the biggest chunk of it comes from property taxes the second biggest trunk comes from State which is the purple pie slice and those two combined our Revenue limit so those who can so we have a revenue limit which is the maximum that we can raise It's a combination of those to the more we receive in state funds the last thing I asked of the property taxpayers we don't have control over that the State of the State funding amount is set by based on how much we spend compared to other districts how much are property values are compared to other districts and that's kind of set by the state and they jump that number to US every year and forms are final number but we always go there first and property taxes second and then the smaller slices of the pie though the green slice that's funds that we receive from other school districts so we have over 200 choose to go to school in Shorewood instead of in their resident districts and then their resident District compensate us for their attendance and then we have local sources which is like student fees and Federal which is primarily as a okay so talk to you more about that large Blue pie slice are property taxes this shows you are probably text my phone so the big blue one is the amount that goes into the general operating fund that is always our largest of the total of not that we raised in property tax most of it goes into our general operating funds just to absorb the day-to-day cost of Education the pinkish red is our debt funds supporting the cost of the primary supporting the cost of the voter-approved capital referendum and then purple is the community funds so if you can see last year to this year so we see an increase in the blue line we knew that if we have the ability to raise significantly more funds in the operating room Adam that was the purpose of stopping referendum was to be able to raise more funds for our general fund and you see that in the blue bar our dad went slightly down and community service went slightly down only because we had increased it for some specific costs that were that we don't have any longer so in numbers if you look at the total property tax levy proposed for 2324 is 26.2 million which reflects an Equus property tax rate or mill rate of 13.20 is 13.28 and you can see the in the numbers above the line you can see what's going into the general fund of Debt Service Capital expansion and commute service to make up that 26.2 million with respect to the mill rate is kind of an interesting story we're going out from last year with the receipt with the increase of the operating referendum that's going to impact on right now I'm already going to go get absorbed some of that but we're still actually a little bit lower than we were a few years ago so one of the things and there's a variety of factors behind that it's probably more complicated then we're going to go into today but what is increasing as our property tax is actually our property values have an increased just asked address of State even though it doesn't necessarily feel like that feels like they're going up a lot it's actually a little slower than the rest of the state and we've had some changes in the with some apartment closures impacting our property tax values as well but so we're resting and it right just over thirteen which is just a little bit below where we were at our Peak with our Millwright Narragansett School portion that's not the total tax the total School of the total Village Lobby so what questions can I answer answer Ensure I guess I would say I would take the state percentage Yeah I would apply that to the and apply that to the Outlook there's State percentage is conveniently missing about that any other questions alright well thank you for do for our community I am optimistic based on the commitment from our community to support our Public Schools and furthermore even more optimistic because of the leadership we have at the board and administrative level and our teachers but we are in some pretty tough times and end and both Lori and Heather alluded to it, I think stating that there's an increase in this budget is a bit of a misnomer because it doesn't match up with the inflation and we look at the six billion dollars we have rainy day fund in the state of Wisconsin and the intentional defunding of schools that's happening and I think it's something that we need to continue our leadership in this is where I look to the board for continued leadership and advocacy at the state level because her voice does help when it's added to voices of other districts and groups throughout the state to to push everything from special ed funding which is was alluded to appear General support for public schools but I am
