Walter attended Atwater Grade School; he was a Copperdome editor, writer for Ripples and Scribblers Club; He attended Oberlin College, PhD in Economics from the University of Wisconsin in 1941. . .Tax advisor to the U.S. Military Government in Germany working on currency and tax reform . . . He was the President of the Council of Economic Advisors in Kennedy Administration and economic consultant to President Johnson; author of the 1964 Kennedy Tax Cut which caused a boom in the US economy; developed the theory of revenue sharing based on his belief that state and local governments could spend federal tax revenues more efficiently than the federal government . . .
